📨 Case Messages

• Send messages to individuals, roles (e.g., Certifier), or facilities
• Use Functional Entity messaging for broader communication
• Messages appear in the recipient’s dashboard

🗒️ Comments

• Internal Comments: Visible only to your facility
• External Comments: Shared with other facilities or roles
• All comments are timestamped and stored in the case history

🧾 Audit Trail

All communications are logged. Deleted messages are marked but retained for compliance review.
